They know it. For now, Carney is opting for dialogue and what he hopes can be gentle persuasion. But when that doesn't work, and it won't, because both premiers will remain obstinate, Carney will have no choice but to lower the boom.
Constitutionally-speaking, AB and SK are landlocked provinces as their people will discover in November-December of this year. It will be memorable for both of them but even more so for Trump.
